The record snowfalls that blanketed several major East Coast cities closed stores

Heavy snowfall hurt apparel retailers in February, particularly in the Mid-Atlantic, but receipts reveal the beginning of renewed consumer interest in mid-priced and cheap American Eagle luxury goods.

Clothing sales fell 1.8% last month from the same month last year and were down 13.4% from February 2008, according to figures released Wednesday by MasterCard Inc.’s consulting unit MasterCard Advisors.

Apparel sales were at stronger prices than a year ago, according to MasterCard, indicating retailers didn’t have to resort to sharp discounts. More full-priced and less trade-down purchases could help profits, offsetting the weather’s impact.

Department stores reported sales were unchanged from a year-earlier, the first time that segment hasn’t posted a year-over-year decline since November 2006.

“A year ago, spending was really in critical condition,” said Michael McNamara, vice president for research and analysis at MasterCard Advisors, which tracks sales discount American Eagle by all payment forms. “Now, it’s in serious but stable condition.”

Sales were particularly weak in Mid-Atlantic and Northeast states, with declines of 12.3% and 5% from a year ago, respectively. The two regions account for about one-quarter of U.S. sales. The record snowfalls that blanketed several major East Coast cities closed stores or kept shoppers at home. Washington, D.C., received nearly 50 inches of snow in February, up from less than an inch last year while Philadelphia got nearly 52 inches, according to Planalytics, a weather forecaster that advises retailers.

Major retail chains report February sales on Thursday. Analysts forecast a 2.9% increase for an index of 28 retailers compiled by Thomson Reuters. The index doesn’t include retail giant Wal-Mart Stores Inc. General merchandise retailers, including discount and warehouse clubs, may have benefited as consumers stocked up for the Super Bowl and ahead of the storms, according to analysts at UBS AG.

February, traditionally among the leanest months on the retail calendar, was particularly bad last year, as retailers’ sales bottomed out following the late 2008 financial crash, according to Mr. McNamara. Several companies, including TJX Cos. and Gap Inc., have the easiest comparisons for their respective fiscal years in February American Eagle Kids Boots, setting a low bar for improvement. TJX said last week that it expects same-store sales increases of between 8% and 9% for February. Everyone lucky enough to have been invited to his shows from the beginning of his career—as I was—is eternally indebted to Alexander McQueen for immersing us in experiences that have burned themselves on our memories for life. From his earliest days in London—on virtually no budget except what could be raised in sponsorship—he made the near-impossible happen before our very eyes. Walk in and sit down, and the sights that unfolded would hit your brain in such a visceral way that it knocked the breath out of you, sent adrenaline streaming through your veins and chills shooting up your American Eagle spine.

Many well-deserved homages will be written to his incredible cutting and the couture-level romanticism of his dresses, and the fact that his “bumsters” forced women into low-rise pants for more than a decade. I admire all that fully. But for me, the truly unique and indelible side of Lee McQueen’s talent is what he did with his shows—transforming production, with the help of music-video producer Sam Gainsbury, from being a boring old formulaic trot up and down a runway into an experience that went beyond fashion into the realms of a theatrical, emotional, psychological assault.

Gainsbury could orchestrate almost anything, no matter how extreme, to McQueen’s demands, which almost always contained something threateningly elemental—fire, water, ice, flying, wild animals. One show had models dancing in a ring of blazing asphalt, like a vision of hell. Another had girls walking through water, some of them clamped into metal box frames with live butterflies fluttering in them. Once, the audience turned up at a pitch-dark warehouse and found he’d installed a winter wonderland, complete with a frosted forest, frozen pond, to watch a troupe of girl skaters perform an oddly spooky routine. The Federal Aviation Administration Wednesday proposed a $2.9 million fine against American Eagle Airlines for operating more than 1,000 flights using airplanes that had improper repairs on landing gear doors.

“Safety is our No. 1 priority at the Department of Transportation,” Transportation Secretary Ray LaHood said in a news release. “And airlines must know that if safety is compromised, they will be subject to stiff fines.”

From February to May 2008, American Eagle conducted at least 1,178 flights with passengers using four Bombardier jets with main landing gear doors that had not been repaired in accordance with an Airworthiness Directive that became effective in August 2006, the FAA said.

“Following airworthiness directives is not optional,” FAA Administrator Randy Babbitt said. “The FAA does not hesitate to levy fines if maintenance standards are violated.”

Airworthiness Directive 2006-14-05 required operators of certain Bombardier jets to remove damaged left and right main landing gear inboard doors and replace them with new or repaired ones. But American Eagle Womens Boots, after finding damage on four aircraft, repaired the doors while they remained on the planes, the FAA said.

The FAA said inspectors found American Eagle operated at least 961 flights while it was unaware of the situation and another 217 flights after the problem was discovered.

American Eagle subsequently removed the landing gear doors on each of the affected aircraft and repaired them in accordance with the airworthiness directive. The airline has 30 days to respond to the proposed fine.
